Cellular at sea: how a cruise ship’s mobile network works
Short answer
“Cellular at Sea” is the ship’s own mobile network, not a service from your carrier. A cruise ship carries a small base station that behaves like a cell tower, with the link back to shore carried by satellite. Your phone displays it as cellularatsea, wmsatsea or the numeric code 901-18. It switches on outside territorial waters, and everything you do on it is billed by your own carrier at maritime roaming rates — which is why a few minutes of ordinary phone use at sea can cost more than the cruise excursion.
Who actually runs the network
Two operators carry almost all of it. Wireless Maritime Services, founded in 2004 and based in Florida, runs the network branded Cellular at Sea and serves the bulk of the world’s cruise fleet. Telenor Maritime runs the equivalent service on much of the European ferry fleet and a share of cruise ships. Your cruise line is not the operator — it is a customer, the same as you.
WMS states it holds roaming agreements with more than 400 carriers worldwide, which is why most phones will attach to the ship without you doing anything. That is convenient and it is also the trap: attaching is automatic, and so is the billing.
How it works, physically
There is a real antenna on the ship. It is small — the coverage area is a vessel, not a city — and it speaks ordinary 3G, 4G or LTE to the handsets aboard. What is different is what happens behind it: instead of fibre running to a switching centre, the traffic goes up to a satellite and back down to a ground station, then onto the normal phone network.
That satellite hop is the entire reason maritime data is expensive. Capacity over an ocean is scarce and costly in a way that terrestrial backhaul simply is not, and the price you pay reflects the link, not a markup someone invented.
The twelve-mile rule, and why it exists
The ship’s network is switched off in port and near shore. That is not a fault, and it is not the operator being unhelpful. Within twelve nautical miles of a coastline you are in that country’s territorial waters, where its licensed mobile operators own the spectrum. A ship transmitting on those frequencies would interfere with the networks ashore, so the onboard system stays dark until the vessel is clear of the limit.
In practice that means roughly an hour after the ship leaves the terminal before the maritime network appears — and the reverse on the way in. There is a genuine gap in that window when the shore masts are fading and the ship has not yet switched on. Nobody advertises the gap. It is real, it is short, and it is not something you can fix.
Why an ordinary travel eSIM cannot use it
This is the part that catches people out, because the phone gives a misleading signal. You board with a perfectly good regional eSIM, the ship’s network appears in the network list, and nothing connects.
Roaming is a commercial agreement, not a technical capability. Before your handset is permitted to register on a network, the network your eSIM belongs to must hold an agreement with the operator of the one you are trying to use. Ordinary travel eSIMs are built on agreements with land networks in the countries they advertise. Almost none of them have one with a maritime operator, so the ship refuses the registration. The phone can see the network and cannot join it.
The eSIMs that do work at sea are the handful that hold those maritime agreements directly — which is the whole reason a separate category of cruise eSIM exists rather than every provider simply covering the ocean.
What it costs if you just let your phone connect
Your own carrier bills you, at its maritime rate, on your next monthly bill. The day passes the big three sell are the cheap way to do it:

Without a pass you are on pay-per-use, and that is where the horror stories come from. Reported maritime data rates sit somewhere around $0.50 to $2.00 per megabyte — a range rather than a published tariff, so treat it as an order of magnitude, not a quote. At that rate an hour of ordinary phone use, with apps refreshing in the background, runs into the tens or hundreds of dollars. A single overnight of automatic backups has produced four-figure bills.
What Starlink did and did not change
Most major fleets fitted Starlink from 2023 onwards, and it genuinely transformed the ship’s Wi-Fi: the backhaul moved from a distant geostationary satellite to a low-orbit constellation, latency fell from painful to usable, and video calls became possible on packages where they had been impossible.
It changed nothing about the cellular side. The onboard network still activates outside twelve nautical miles, still requires a roaming agreement your travel eSIM does not have, and is still billed at maritime rates. It also did not lower Wi-Fi prices — the fleets that upgraded largely kept charging what they charged before.
How to avoid charging yourself by accident
The single most expensive mistake at sea is passive: you never place a call, and the phone quietly roams anyway. Turn it off before you sail rather than after you notice.
- iPhone: Settings → Mobile Data → Mobile Data Options → turn Data Roaming off. Then Network Selection → turn Automatic off.
- Android: Settings → Network & internet → SIMs → turn Roaming off, then turn Choose network automatically off.
- Either: airplane mode, then switch Wi-Fi back on. Blunt, but nothing gets through it.
Do this even if you have bought a maritime eSIM, because your home line will happily roam alongside it. Turning the home line’s data off is what stops the surprise, not installing the eSIM.
So what should you actually use?
For sea days you have three options and they are genuinely different products: the ship’s Wi-Fi package, a maritime eSIM that holds the roaming agreements, or your carrier’s cruise day pass. Ship Wi-Fi is billed per device and runs roughly $25–49 a day on the major lines. A day pass is about $20 per line. A maritime eSIM is bought once for the voyage and can be shared over your phone’s hotspot, which is what usually makes it the cheapest for two people or more.
For port days, none of the above is the right answer — a regional eSIM for the countries you are visiting costs a fraction as much, because ashore you are on ordinary land networks with no satellite in the path.

03Why does the ship’s network only switch on out at sea?+
Because inside a country’s territorial waters — 12 nautical miles from shore — the airwaves belong to that country’s licensed operators, and a ship transmitting on them would interfere. The onboard network stays switched off until the ship is outside that limit, which on most sailings is roughly an hour after leaving the terminal. Nothing is broken during that gap; the system is doing what the licence requires.
04Why doesn’t my normal travel eSIM work at sea?+
Because roaming is a commercial arrangement, not a technical one. Your eSIM’s home network has to hold a roaming agreement with the maritime operator before your phone is allowed to attach. Starlink replaced slow geostationary satellite backhaul on most fleets, so onboard Wi-Fi got dramatically faster — but the cellular side still activates outside 12 nautical miles, still requires a roaming agreement, and is still billed at maritime rates. Faster backhaul did not make your home SIM cheaper at sea.
06How do I stop my phone connecting by accident?+
Turn off data roaming before you sail, and turn off automatic network selection so the handset cannot pick the ship. On iPhone: Settings → Mobile Data → Mobile Data Options → Data Roaming off, and Network Selection → Automatic off. On Android: Settings → Network & internet → SIMs → Roaming off, and Choose network automatically off. Airplane mode with Wi-Fi switched back on is the blunt version and works just as well.
